The State Federation was registered bearing No.532 on 24.10.1966 under Punjab Cooperative Societies Act, 1961, repealed by Haryana Cooperative Societies Act, 1984.The State Federation has its own office building at Panchkula.
The Objects of the State Federation is Employment Generation through Labour Cooperatives. The main activities of the Federation is to work as Liasion Agency between Labour Cooperatives and the Govt. for securing concessions,between Labour Cooperatives & Banks for loans and between Labour Cooperatives & Work-Awarding –Agencies for works/payments and also to ensure fair distribution of works to Primary Labour & Construction Societies through Roster System. All the Primary Labour & Construction Societies are affiliated to District Cooperative Labour & Construction Federation in the Haryana State. As on 31.3.2016 there were 7583 Primary Co-op L/C Societies in the state having membership about 83413 consisting mostly landless labourers, unemployed educated youth having Technical & Professional background.
At present the Share Capital of the State Federation is 384.30 Lacs including a member share of Rs. 0.865 lacs. The financial position of the State Federation is quite satisfactory and the Federation is in profit from the year 1991-92. For improving the economic condition of the people of State/Members of Labour & Construction Societies, the Govt. of Haryana has extended concessions to Primary Labour & Construction Societies vide Gazette Notification No. 407-C-7-2012/4487 dated 19.4.2012 upto the year 31.3.2017.
During the last financial year i.e. 2015-16, The Primary Cooperative Labour & Construction Societies have executed works to the tune of Rs. 170.86 crore where as the work executed by The Primary Cooperative Labour & Construction Societies during the previous financial year i.e. 2014-15 was Rs. 178.98 crore. The State federation has earned a profit of Rs. 74.30 lacs during the last financial year i.e. 2015-16.
